PALM Corps is a national NGO registered in 2014 and licenced to operate in Uganda. The organization envisions “A world where the most vulnerable people leave a dignified peaceful and productive live while taking care of the environment. Its core values are integrity, Innovation and inclusion. PALM Corps provides services to communities with financial and technical support from International NGOs e.g., Welthungerhilfe, ACF, ZOA Uganda, ZOA, DCA, DRC, Stromme Foundation and government institutions such as Muni University and NARO.
PALM Corps’ head office is located on Plot 72A Weatherhead Park Lane, Arua with field offices in Moyo, Adjumani, Yumbe, Terego, and Kiryadongo district.
As part of the capacity building activity, PALM Corps would like to review the financial management policy which was developed in 2017 to match it with the current level of operations. Therefore, the objective of this ToR is to solicit a consultant to review the financial policy to promote prudent financial management practices in line with the national laws and donor requirements as well as foster, accountability and transparency.
Scope of Work
- Initial review of the existing financial policy
- Review the financial/audit reports and partner assessment reports conducted by development partners (INGOs)
- Conduct focused group discussion with management and staff to get opinion on best practices
- Develop the Finance policy and share with management for comments
- Make recommendations for improvement and compliance with the policy
- Train management (virtually) on the finance policy for correct interpretation of policy.
Deliverables
i. Assessment Reports. A detailed report summarizing the findings from the review and partner assessments and audit reports.
ii. Revised Finance Manual. Production of a revised version of the finance manual that incorporates all the recommendations.

Qualifications
- Educational background:
A degree in finance, accounting, or a related field is essential with relevant certifications of CPA or ACCA.
- Technical skills and relevant experience.
At least 5 years of experience in financial consulting or auditing in review services, strong analytical and writing communication skills and knowledge of regulatory requirements.
Payment Terms
- Payment will be 40% upon contract signing and 60% upon completion and submission of the deliverables and on issuance of invoice.
- All payments shall be subject to 6% WHT.

The consultant agrees to maintain confidentiality regarding all organizational information accessed during the review process.
